It didn’t start in the 90’s. Pushing ignorance predates the formation of the United States. What you’re referring to is the successful fight back by the right that started after education started succeeding in freeing people from the historic ignorance.
The right thought they were going to get people who could build better weapons through education. When they realized that they were also getting reasonable, compassionate people who could feel empathy, they decided it wasn’t worth the cost.
They did get people who built better weapons through education. America is really good at manufacturing weapons the problem is our economy depends on it now
