‘Risk group’ is a common wording in my original language, I’d rephrase that.
The logic of said law is as follows: either your geoloc information from the app shows you in the right place once every three days - where you registered and allowed to live in - or you’d get onto the list of people to get investigated further, by the visiting migration cop or whatever, and your probability of getting onto deportation lists gets higher.
The target demographic is 18-45 exploited working men migrants who got there to earn money and send them back home. Chauvenism against them is so overwhelming no one would care if the law is half-cooked or unfair, or takes some other group - kids, women or elderly - in the crossfire. The latest moves against them closely follows waves of frustration about the frontlines, so basically they get fucked over just to comfort the anger and frustration seeding in local population about the war.
I feel like clown show was a dozen bus stops prior to that :-|
